Funding

Nevada LAFCo is funded in equal thirds by the County, the two cities and one town, and the 24 independent special districts in the county. Each of these three categories provides a third of the Commission's annual costs; the amounts paid by individual cities/town and districts are proportional to their operational budgets. In addition, LAFCo charges application fees to help offset operational costs.
 

 Budget Process

The LAFCo budget process includes the following steps:
  1. LAFCo's Budget Committee prepares a budget proposal for the consideration of the Commission. The Commission's Budget Committee includes a County Member, a City Member, a District Member and a Public Member, in addition to the Executive Officer.
  2. At the noticed public hearing held before May 1, the Commission considers the Budget Committee's proposal as well as comments from the public and public agencies. At the conclusion of the hearing, the Commission adopts a Preliminary Budget.
  3. The Preliminary Budget is circulated to the County, Cities/Town and independent special districts. Nevada LAFCo's budget procedures provide these funding agencies have at least two months to review the Preliminary Budget before the Commission takes action on it.
  4. Following a second noticed public hearing held before June 15, the Commission adopts the Final Budget.

The law requires that the Commission's budget must be at least equal to that adopted for the previous fiscal year unless the Commission finds that reductions in staffing or program costs will nevertheless allow the Commission to fulfill its responsibilities.
