What is the Resource Resiliency Roadmap?
The Resource Resiliency Roadmap ("Roadmap") is a strategic plan currently under development that will provide a framework for the County to increase the resiliency of our local resources and community in a changing climate. The Roadmap will set greenhouse gas emissions reduction goals, based on current and projected emissions data collected as part of the RRR development process. Building on work from the General Plan, Recreation and Resilience Master Plan, and the Office of Emergency Service's Roadmap to Resilience (which includes the Community Wildfire Protection Plan and Local Hazard Mitigation Plan), the RRR will create an index of potential actions that will increase community resiliency to the impacts of climate change, such as extreme heat, wildfires, floods, and drought. The RRR will not create new mandates or regulations, but will serve as guidance for the County as it moves forward with its goals of lowering greenhouse gas emissions and increasing resilience to the impacts of extreme weather.
Why is Nevada County pursuing one? Why now?
Over recent years, the County has experienced increasingly frequent extreme weather events, leading to the Board of Supervisors adopting Climate Resilience as a priority objective in January 2023. In early 2024, Nevada County, in partnership with the Rancheria Nisenan tribe and Sierra Business Council, accepted a grant from the State of California's Regional Resilience Grant Program, which designated specific funds for the development of a strategic plan to mitigate greenhouse gas emissions and increase local resilience. In addition to that current funding, developing the Roadmap will position the County to be eligible for future state and federal dollars, including the $10 billion climate bond that California voters passed through Proposition 4 in November 2024. Those potential funds will allow the County to continue to implement and advance projects to reduce greenhouse gas emissions and increase community resilience to climate impacts such as fires, smoke, heat, and drought.
Anticipated Project Timeline
February 2025: Contract between Nevada County and Rincon Consultants, Inc. for the development of a strategic plan to address climate mitigation and adaptation is approved by Board of Supervisors.
March 2025: Steering Committee, made up of representatives from agencies and organizations across the County representing different sectors and populations, is formed to provide regular feedback throughout the planning process.
July 2025: Community engagement begins with outreach at local events.
August 2025: Greenhouse gas emissions forecast and climate change vulnerability assessment are complete. Community workshops are held on both the east and west sides of the county to solicit public feedback.
September 2025: Nevada County is soliciting public feedback through an online survey. March 2026: Draft of emissions reduction measures and actions is completed for county and community feedback. A second round of community workshops will be held for the public to have the opportunity to weigh on planned reduction targets, measures, and actions. Public feedback will also be solicited via online survey.
April 2026: Final draft of measures and actions completed.
May 2026: Public draft of RRR available for community review.
July 2026: Final RRR complete.
