Housing Master Plans
Description
The Housing Master Plans is a regional partnership with Nevada County, Sierra County, Placer County, Town of Truckee, City of Grass Valley, and City of Nevada City along with design partners Russell Davidson Architect and Jackson & Sands Engineering to provide flexible housing options to the public. This program aims to reduce design cost and plan review for single family or accessory dwelling units.
Options and Site Information Form
The options and site information form must be completed and submitted when applying for a building permit using the plans below. Use the form to select your custom options such as plan type, roofing material, garage/no garage, heating source, etc.

Before you apply for a permit, there are a few things to consider:
- Verify that your septic system and well can accommodate the additional dwelling unit. Please contact Environmental Health with any septic/well questions.
- Prepare your site plan. The site plan should show all development on the parcel including the propose location of the new structure and any supporting utility. Please refer to the plan submittal checklist for more details.
- Verify your property setbacks or restrictions are in compliance. Please contact the Planning Department to discuss your proposed building site and to obtain your property setbacks.
- Consider if you need to grade your parcel for the addition of the new structure. If so, you will need to submit grading plans as part of your plan submittal.
- Look into development standards for accessory or second dwelling units. They can be found on the ADU FAQ handout.

How to Apply
The plans cost $1200 per use and payment must be made to the design consultant prior to applying for a permit. For information about purchasing the right to use the plans contact Jackson and Sands Engineering at adu@jacksonandsandsengineering.com.
To apply for a building permit use the Nevada County Citizen Access Portal. When prompted to upload plans use the floor plan and elevations file available to download below and your receipt.

Design Philosophy
Each ADU has been designed to be adaptable to various locations, styles, and budgets, providing homeowners with a customizable living space that suits their unique needs and preferences. All plans can be utilized as either a slab or raised floor, providing versatility to accommodate different foundation options. The designs were created to enable owners to modify the facade and elements, so they can reflect the surrounding environment, aesthetic preferences, and existing structures.
Additionally, the designs are created to be as cost-effective as possible, utilizing space efficiently without sacrificing comfort and functionality. The open-concept living areas provide a welcoming atmosphere, while the separate bedroom zones offer privacy. The inclusion of features such as covered outdoor spaces and optional garages further enhance the flexibility of the designs.
