NOTICE OF PUBLIC HEARING FOR THE COMMUNITY DEVELOMENT BLOCK GRANT PROGRAM

The County of Nevada shall conduct two public meetings at 6:00pm or shortly thereafter, as follows;

  • August 7th, 2024, at the following location 10057 Reservoir St, North San Juan, CA 95960; and 
  • August 9th, 2024 at the following location 950 Maidu Ave, Nevada City CA 95959, in the Coyote Room. 

The meetings are being called by the County Housing and Community Services Department for the purpose of soliciting citizen’s views to set priorities for the potential submission of a Community Development Block Grant (CDBG) application to the State Department of Housing and Community (HCD) for the 2024 Notice of Funding Availability and Program Income.   Citizen participation is encouraged throughout the grant process, the requirements for which are explained in Section 7080 of the State CDBG program regulations.

The Community Development and Economic Development Allocations of the State CDBG program is published in a Notice of Funding Availability (NOFA) each program year. Although the NOFA has not been released yet, staff is estimating that approximately $44 million will be made available statewide based on HCD guidance.  Under the Community Development Allocation, eligible cities and counties will be allowed to apply for a maximum of $3,600,000 for up to two activities. The NOFA will again include an “Over the Counter” (OTC) component for infrastructure, housing, and economic development, as well as a competitive component for planning and public services.  The NOFA will also include Native American and Colonias Allocations.  The Native American Allocation is only for areas of high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria.  The Colonias funding is only for designated communities within 150 miles of the Mexican-American border. The County also anticipates approximately $100,000.00 of CDBG Program Income to be received in the next year and will consider allocation of these funds and receive public comments for this funding during this meeting.  

Eligible activities under the above allocations in the NOFA consist of the follow OTC categories: public improvements, public facilities, homeownership assistance, housing rehabilitation, business assistance and microenterprise activities. The other options allowed are planning studies and public service programs.  Eligible activities paid for with state CDBG funds must meet one or more of the three national objectives listed in CDBG federal statutes as follows: benefit to low-income households or persons; elimination of slums and blight; or meeting urgent community development need (a need from a state or federally declared disaster).

The purpose of this public meeting is to give interested citizens, civic organizations and groups an opportunity to express their opinions and ideas for the upcoming 2024 CDBG NOFA.  Any proposed application to HCD will hold a separate meeting in front of the Board of Supervisors before its submission to afford citizens an opportunity to examine its contents and submit comments on it.

A public information file, including the annual reports and the State regulations, will be available at the County Administrative Office during normal business hours of 8:00am to 4:30pm.   Written comments by residents are invited in addition to comments at the public meeting.  Please mail to:  950 Maidu Ave, Nevada City CA 95959, Attn: Rob Choate.

You also may submit written comments by U.S. mail at the above address or email for retention as part of the administrative record, they will not be read during the meeting. Comments must be received by the Housing and Community Services Department no later than 8:00 a.m. on the morning of the noticed meeting.
