NOTICE IS HEREBY GIVEN, BY GREGORY J. DIAZ, THE NEVADA COUNTY CLERK-RECORDER-REGISTRAR OF VOTERS, OF A STATEWIDE DIRECT PRIMARY ELECTION. NOTICE OF CENTRAL COUNTING LOCATION. NOTICE OF LAST DAY TO REGISTER. NOTICE OF VOTE-BY-MAIL BALLOTS ISSUED. NOTICE OF RANDOMIZED ALPHABET DRAWING. NOTICE OF THE SELECTION OF PRECINCTS FOR THE MANUAL TALLY OF BALLOTS TO BE CONDUCTED IN ACCORDANCE WITH STATE LAW. NOTICE IS FURTHER GIVEN that official Nomination Petitions and Declarations of Candidacy for eligible candidates desiring to file for the offices listed above is available beginning February 12, 2018 from the Nevada County Elections Office at 950 Maidu Avenue Suite 250 in Nevada City, CA 95959, Monday through Friday from 8:00 a.m. to 5:00 p.m., excluding holidays. Candidate filing will also be available at Truckee Town Hall, 10183 Truckee Airport Rd., Truckee, CA 96161. Appointments are recommended if filing with the Town of Truckee. Candidates may obtain more information by calling Nevada County Elections at 530-265-1298 or 1-888-395-1298. Candidates for the City of Nevada City must obtain and file their Nomination Petitions and Declarations of Candidacy with the Nevada City, City Clerk and may contact the Nevada City, City Clerk’s office at 530-265-4452 for more information.

Declaration of Candidacy must be filed by 5 p.m. March 9, 2018 at the Elections Office or Truckee Town Hall. Declarations of Candidacy will not be accepted after 5 p.m. on March 9, 2018 unless the incumbent does not file. In the event that the incumbent does not file, the filing deadline is extended five days to 5 p.m. March 14, 2018 for anyone other than the incumbent. This extension does not apply to judicial candidates, as they must file Declarations of Intention earlier and the extension applies at that time.

NOTICE IS FURTHER GIVEN that at the Statewide Direct Primary Election the following measures will be put to a vote of qualified voters in the district:

Grass Valley School District Measure D

“To repair aging classrooms / leaky roofs / old facilities, and provide a safe, quality learning environment for current and future students, shall Grass Valley Elementary School District’s measure to issue $18.8 million in bonds at legal interest rates, with projected tax rates of 2.4¢ per $100 of assessed property valuation while bonds are outstanding (averaging approximately $1.05 million annually), and requiring audits / oversight, all funds spent locally on elementary / middle schools, and no money for administrators' salaries / pensions be adopted?”

Grass Valley City Measure E

“Shall the measure expand funding for such general fund purposes as increased police and fire services, enhancing parks and recreational services, and improving streets and sidewalks, with all funds staying local and all expenditures subject to an annual audit by an independent citizen oversight committee, repealing the existing ½ percent City transaction and use (sales) tax, and replacing it with an ongoing 1 percent sales tax, which will raise approximately $5,400.000 annually, be adopted?”

City of Nevada City Measure F

“Shall the measure of the City of Nevada City to tax cannabis (marijuana) businesses to fund general municipal expenses such as police, fire, streets and recreation at annual rates not to exceed $7.00 per canopy square foot for cultivation (adjustable for inflation), 8% of gross receipts for retail cannabis businesses, and 6% for all other cannabis businesses; generating approximately $120,000 to $135,000 annually be levied until repealed by voters for the City Council, be adopted?”

NOTICE IS FURTHER GIVEN that any written arguments for or against the measures to be submitted to the voters must be filed with the Nevada County Clerk no later than 5:00 p.m. on Friday, February 23, 2018. Arguments must be signed and dated by the author(s) with a Statement of Accuracy per Election Code §9600. Arguments shall not exceed 300 words.

NOTICE IS FURTHER GIVEN that when the Nevada County Clerk Recorder-Registrar of Voters has selected the direct arguments for and against said measures, the Nevada County Clerk shall send copies of the argument in favor of said measures to the author(s) of the argument against and copies of the argument against to the author(s) of the argument in favor.

NOTICE IS FURTHER GIVEN that rebuttal arguments shall not exceed 250 words and must be filed with the Nevada County Clerk no later than 5:00 p.m. Friday, March 2, 2018 with a Statement of Accuracy per Elections Code §9600.

NOTICE IS FURTHER GIVEN that there will be a 10-day public examination for the arguments for or against, rebuttal arguments and the impartial analysis beginning Saturday, March 3, 2018 to Monday, March 7, 2018, during which a qualified voter of the jurisdiction may seek a writ of mandate or an injunction requiring any arguments for or against, rebuttal arguments to be amended or deleted or an injunction requiring the County Counsel’s Impartial Analysis be amended or deleted.

NOTICE IS FURTHER GIVEN that the randomized alphabet drawing for Nevada County will commence on March 15, 2018 at 11:00 a.m. at the Nevada County Elections Office.

NOTICE IS FURTHER GIVEN that the last day to register to vote in the June 5, 2018 Direct Primary is May 21, 2018. In the following 14 day period through Election Day, an individual may go to any vote center to conditionally register to vote and vote a provisional ballot.

NOTICE IS FURTHER GIVEN that staring Saturday, May 26, 2018 two vote centers will be open for a minimum of 8 hours per day. Starting Saturday, June 2, 2018, seven vote centers will be open in total for a minimum of 8 hours per day. On Election Day, June 5, 2018, seven vote centers will be open from 7:00 a.m. to 8:00 p.m.

NOTICE IS FURTHER GIVEN that after the vote centers close on the date of said election, ballots will be tallied at the Nevada County Elections Office and Truckee Town Hall. The voted ballots will be moved from each vote center and drop-off location to be stored at the Nevada County Elections Office and Truckee Town Hall.

NOTICE IS FURTHER GIVEN that per Elections Code §15104, the Registrar of Voters also hereby notifies all interested organizations that the verifying of signatures on Vote-By-Mail ballots cast for the Statewide Direct Primary Election will commence on May 7, 2018, or at any time thereafter in the Nevada County Elections Office. On May 21, 2018 or at any time thereafter, the opening and processing of Vote-By-Mail ballots will commence. This process will continue until all election results are tabulated and the election is certified. This process is open to the public to observe and challenge the manner in which the Vote-By-Mail ballots are handled, from the processing of ballot return envelopes through the opening, counting and disposition of the ballots.

NOTICE IS FURTHER GIVEN that the canvass will commence on June 7, 2018 at the Nevada County Elections Office.

NOTICE IS FURTHER GIVEN, in accordance with provisions of the Election Laws of the State of California, that on June 7, 2018 at 10:00 a.m., the Nevada County Elections Office will randomly select precincts for a manual tally of one percent of the precincts casting ballots at the June 5, 2018 Statewide Direct Primary Election. This random selection of precincts will take place at the Nevada County Elections Office and is open to the public.

NOTICE IS FURTHER GIVEN that on June 11, 2018 at 10:30 a.m. the Nevada County Elections office will begin a manual tally of one percent of the precincts casting ballots at the June 5, 2018 Statewide Direct Primary Election. This manual tally is open to the public and shall continue daily (Saturdays, Sundays and Holidays excluded unless otherwise decided by the County Registrar of Voters) until completed.
