David West: Military Appreciation Week in Nevada County

Nevada County has a long history of honoring its veterans and the veterans of Nevada County working to improve our different communities - whether it was the American Legion Post 130 dreaming up the concept of building a Veterans Memorial Building in Grass Valley in 1927 to remarkedly seeing its completion only five years later in April of 1932, or if it was when the American Legion dedicated the Highway 20 and 49 bridges to honor our local heroes with plaque installations that bear their names and service on the bridge structures. This was followed by the Blue Star Moms of Nevada County dedicating the Brighton Street overcrossing as the “Gold Star Memorial Bridge” for local heroes who fought the War on Terror 13 years ago.  Nevada County’s ties to our active-duty military are further strengthened when considering that 116 active-duty members who serve at Beale Air Force Base (AFB) call our county home and bring $9.8 million in revenue to our economy annually.

It was this realization of how connected we are with the military community on Beale AFB, that County leadership contacted Base Commander Col. Heather Fox with the idea of strengthening our partnership to increase support for our veterans within our communities.  During these meetings, three basic needs were identified: off-base opportunities for airmen, off-base housing needs for airmen and their families, and post COVID-19 economic recovery for local businesses. The program concept of Nevada County’s first annual “Military Appreciation Week” program was born.

Mandatory One Year Moratorium on Residential Property Insurance Non-Renewals

Insurance Commissioner Ricardo Lara ordered insurance companies to preserve residential insurance coverage for more than 325,000 policyholders who have been affected by devastating Northern California wildfires across 22 counties. This Order protects those living within the perimeter or adjoining ZIP Code of a declared wildfire disaster regardless of whether they suffered a loss, including the Dixie, Caldor, River, Tamarack, Antelope, McFarland, Monument, Fly, and Cache fires.  

No admitted or non-admitted insurer shall issue a notice of cancellation or non-renewal due to wildfire risk for one year, starting on August 4, 2021, for any policy of residential property insurance in the following ZIP Codes for the River Fire: 95945, 95949, 95713, 95648, 95603, 95959, 95602, 95946, 95631, 95722, 95692, 95703, 95975, 95701, 95736, 95714, 95717, 95986, 95924, 95712.

Cannabis Compliance Division Welcomes Community Questions and Concerns

Cannabis Compliance Division works in partnership with the community to permit and maintain a safe, legal, environmentally responsible, and thriving cannabis industry. This division is the lead agency for local cannabis cultivation permitting and enforcement.
 
Residents are encouraged to connect regarding all questions or concerns about cannabis cultivation.  All concerns are taken seriously and will be reviewed by a Cannabis Compliance staff member. 
Residents may send emails to cannabiscompliance@co.nevada.ca.us or call (530) 470-2626. Complaints can also be anonymously submitted online or through a physical form.

COVID Remembrance Memorial at Madelyn Helling Library

COVID Remembrance Memorial at Madelyn Helling Library

On September 20th, a COVID-19 memorial was installed in the lobby of the Madelyn Helling Library, in Nevada City. It will remain in residence for six weeks. The Remembrance Memorial is a place to grieve the community members of Nevada County who have lost their lives to COVID-19.

The memorial is woven of elements from Nevada County - manzanita, willow and granite. Each manzanita ring is engraved to honor a lost community member. At the time of this writing, 92 manzanita rings are in place on the memorial to represent 92 Nevada County residents who have lost their lives to COVID-19.

Nevada County Poet Laureate, Kirsten Casey

My Favorite Bird Poetry Writing Workshop at Madelyn Helling Library

On Thursday, October 7th, the Nevada County Community Library will present two “My Favorite Bird Poetry Workshops” in collaboration with Nevada County Poet Laureate, Kirsten Casey. The public is invited to bring their poetic imagination for some nature themed writing that will offer a new perspective. Casey’s program will be held at Madelyn Helling Library in the outdoor Marion E. Gallaher, M.D. Amphitheater.  The first session is for teens between 4:00-5:00 p.m. and the second session is at 5:30-6:30 p.m. for adults. 

Casey has been an active member of the California Poets in the Schools and has been a County judge for the Poetry Out Loud program and has worked with youth and adults of all ages.

Tire Amnesty Event

Nevada County Tire Amnesty Events, October 25th-29th

In an effort to reduce illegal dumping, Waste Management, Nevada County, Bureau of Land Management and the U.S. Forest Service are hosting a tire amnesty event.

Nevada County residents can dispose of up to nine tires at no charge during the Tire Amnesty Event.To request an exemption letter to haul more than nine tires, please call the Nevada County Department of Environmental Health, 530-265-1222 (ext. 3) or visit bit.ly/TireAmnesty. Tractor or commercial tires, or tires with rims are not allowed.

Board of Supervisors September 28th Agenda Preview

Pursuant to Governor Gavin Newsom's Executive Order pertaining to the convening of public meetings in response to the COVID-19 pandemic, the County of Nevada will hold its regularly scheduled meeting of the Board of Supervisors remotely. The Tuesday, September 28th meeting starts at 9:00 a.m. Please refer to pages 7 and 8 of the agenda to find the ways you can provide public comment. Highlights on the agenda include but are not limited to the following. Please visit the link below for the full agenda.
 
At the start of the meeting, the Board of Supervisors will consider a resolution proclaiming October 3rd through 9th as Code Compliance Officer Appreciation Week in Nevada County.
 
At 10:15 a.m., following the consent calendar and public comment, there will be a public hearing and resolution to appoint the Director of Public Works as the Nevada County Road Commissioner. Afterward, Supervisors will consider an Ordinance to the Nevada County General Code adding parking prohibitions on Old Downieville Highway and Champion Road in District 1.

Lastly, the Supervisors will consider a resolution adopting the Nevada County Cannabis Equity Assessment and Cannabis Local Equity Program Manual, and creating the Nevada County Cannabis Local Equity Program.

County IGS Managers Appointed to Leadership Positions on State and National County Associations

Airport Manager Kevin Edwards was appointed to a second two-year term on the Association of California Airports (ACA) Board. The purpose of ACA is to bring together all persons who represent both publicly and privately-owned airports and all others working to foster, promote, and assist the development of the air transportation system in California.
 
Chief Information Officer Steve Monaghan was appointed to his seventh year on the National Association of Counties (NACo) Telecommunications and Technology Steering Committee. The committee addresses all matters on telecommunications and technology policy, including, but not limited to, the county's role as a telecommunications regulator, service provider, and consumer, cable services technology and implementation, information technology development and implementation, information technology innovation, e-governance, and geo-spatial.

Paving Work Ahead for State Route 174 Safety Improvement Project

Paving work is scheduled next week on the State Route 174 (SR-174) safety improvement project between You Bet Road and Maple Way in Nevada County.  Paving work to widen SR-174 on the east side of the highway is set to begin Monday, September 27th. Some driveways and local road entrances may have temporary signed and delineated detour routes for highway access during widening work. Driveway and local road access may also be intermittently impacted for 30 minutes at a time while paving work is occurring.

Should work progress according to schedule, the roadway may be temporarily re-striped to the final anticipated configuration by the end of the week, with traffic shifted to the middle of the newly widened highway. Crews anticipate placing a final layer of asphalt through the entire project area in mid-October, delivering a smooth and widened surface for motorists.
